It is possible to install a free webmail package on to a Mac server which will then provide a web client to access Mail and Contacts. See https://roundcube.net
In order to have a native application for Windows you need an application which supports CardDav. There are lots of possibilities here some are free some are commercial and some are plugins for other programs including a plugin for Outlook. See the following.
